Singapore Tax Research

Need to find out the tax rate, the resident and non-resident tax, 180 days etc.

if stay more 183 consider resident tax..tax rate as below..

Tax rates for non-resident individuals

Employment income

Your employment income is taxed at 15% or resident rate,

whichever gives rise to a higher tax amount.

How about the withholding tax?

Payment for services rendered

Where payment is made to a non-resident company for the installation of equipment,

technical support services, training, consultancy or other services provided

by the non-resident company, withholding tax is applicable on the service fees

attributable to work done in Singapore.

If the payer pays for monthly allowance of the non-resident company's employees who

are sent to Singapore to perform the services, withholding tax is applicable on

the allowance because the monthly allowance is actually additional service fees paid

to the non-resident company.

However, if the non-resident company provides the services via electronic means

overseas (e.g. internet presentation, email and telephone) without sending staff to

Singapore, the services are rendered outside Singapore and withholding tax is

not applicable.

Look at this..it seem like if stay less then 183 days, and if the payment already deduct the withholding tax, there is no tax issue..

Q5. My consultant is engaged by me for a period of 45 days. I have deducted 15% tax from the fee paid to him. Does he need to file the tax form issued to him?

As his physical stay in Singapore is less than 183 days, he will be treated as a non-resident for tax purposes. If he is only in receipt of such fee for the year, he does not need to file the tax form as you have deducted 15% withholding tax. If he has received a tax form / tax bill, please forward the Confirmation of Payment for our review.

Q6. I engage a non-resident professional to work for 5 months in Singapore. His home country has a tax treaty with Singapore. Do I still need to withhold tax on the payment made to him?

Whether you need to withhold tax would depend on whether the visiting professional needs to pay tax in Singapore under the provisions of the tax treaty. For example, under the tax treaty between Singapore and United Kingdom, the income derived by the non-resident professional from Singapore will be tax exempt provided:

a. He does not have a fixed base regularly available to him in Singapore for the purpose of performing his activities; or

b. He is not present in Singapore for not more than 183 days in any period of 12 months commencing or ending in the fiscal year concerned

Example 1

If he (with no fixed base in Singapore) is in Singapore for a 5-month engagement in year 2008, his income derived during that period will be tax-exempt for Year of Assessment (YA) 2009 (See Chart 1).

Chart 1: Tax Exempt for YA 2009 as presence in Singapore < 183 days

Example 2

However, if he comes to Singapore for another 5-month engagement in year 2009, his income derived from the first engagement in 2008 will then be taxable in Singapore in YA 2009 as he would have been present in Singapore for periods exceeding the aggregate of 183 days in the first 12-month period commencing from 1 July 2008 (See Chart 2).

His income derived from the second engagement in 2009 will be taxable in Singapore in YA 2010 as he would be present in Singapore for periods exceeding the

aggregate of 183 days in the second 12-month period ending 31 July 2009 (See Chart 2).

Chart 2: Taxable for YA 2009 and YA 2010 as physical presence in Singapore > 183 days in first 12-month period from 1 Jul 2008 to 30 Jun 2009 and second 12-month period from 1 Aug 2008 to 31 Jul 2009 respectively

Here got another information which is conflict with above..here..

Who are foreign employers?

Foreign employers include representative offices registered with International Enterprise Singapore and other entities not registered in Singapore. Foreign employers are considered as non-resident employers for tax purposes

Do I have to pay tax if I am employed by a foreign employer?

You will be taxed on income earned for the period you worked in Singapore even if your employer is not a resident in Singapore, or your income is not paid in Singapore. This also applies if your employer sends you here for training

Taxable income includes salary, bonus, allowances, honorarium, per diem, accommodation, leave passages, and value of any benefits-in-kind (e.g. food, transport) provided to you.

Any allowances received from local sponsor companies are also taxable

· If you work in Singapore for 60 days or less in a calendar year, you will be exempt from tax on your earnings here.

· If you work in Singapore for 61 to 182 days in a calendar year, your income will be taxed at 15% orresident rates for individuals, whichever gives the higher tax.

· If you work in Singapore for 183 days or more in a calendar year, your income will be taxed at resident rates for individuals.

· If your stay covers three continuous years or more, your income for all years will be taxed at resident rates.

Malaysian Tax Research

there is a brief statement on the wbsite said income from oversea is exempted from tax..

below actually help to clear the air that either if resident or non-resident, income from oversea are tax exempted..

Follow the Leader

thestaronline today, 20100616, PM tell his man to resolve the issues. I thought PM is preaching "people first" then " performance" but his man/minister, seem to be on deaf ear - Me first or BN first then people.

PM already shown a exmaple by walking among people and listen to people, so many street walking PM has done, SS2, China town etc..but look at the minister, who is following his foot step.

I remember last time when my company change the top man, first thing we have is the company " traninng", of course it was not tilte "company training", it was title with some technical training, but the top gun was preaching, end up, it is more a "brain washing" session rather then technical training.

Hence, may be our PM should also conducting the similar training, brain wash his team and provide the direction and work culture the new line up should perform. If not follow, next round of resuffle, gone.

Singapore PR

Thinking of getting the Singapore PR (Permanent Residence)..googling around see what people say..

Found out one interesting thing. here." military service, which is compulsory on your sons..:".. all male Singapore citizens and permanent residents are liable to register for national service upon reaching 16 and a half years of age. They must serve two years when they are 18. This is followed by 40 days of Operationally Ready National Service every year until they are 50, for officers, and 40, for other ranks.

another condition to be PR. " had been living and working in Singapore for at least six months"..last time when work for deloite should have apply for PR..

Being a PR, one can also get loan to buy property in the country..

As for kids school, PR still go behind citizen in term of preferences..

CPF is compulsory for employeer and employer..

When buying property, permanent residents are only allowed to buy second-hand units of government HDB flats while only citizens can purchase new ones

Singapore PR Types

1. Working Professional

Work for 6 months in Singapore, meaning able to show the 6 months salary slips.

2. Investor Scheme

Investing in business for 1 to 3 millions.

3. Foreign Artistic Talent

..talent for arts, photography, dance, music, theatre, literature and film,.. must be a well recognized artist in your own country, preferably with an international reputation...like "ah niu"

4. Landed Permanent Residence (LPR)

..top notch education or professional background... top 1% of your competitive landscape on a global basis..e.g. degree or a PhD from Stanford University

Curbing the ‘jaga kereta’ menace

recently found that this thing is coming back..I see it at jalan pasar under the flyover bridge, I seen it in Jalan Imbi..here the mayor also speak about it but did not come to conclusion on how to resolve the issues..

I like the Penang model, which is I think for many years, at least 20 years, you can see in gurney even at night of 9pm, there is still someone collecting official parking fees, with the official receipts.

Why not KL mayor study the Penang model, of course if KL the parking fees will not be the few cents like in Penang, and I believe with higher parking rate, and the number of cars in KL, it should be a sustainable model to hire someone to do this..

7 Phone Interview Tips That'll Make You Shine

from here..

1. Use a landline. You don't want to risk having problems with cell phone service. It is irritating for employers to conduct interviews if the call breaks up frequently or is dropped completely. If you don't have a land line at home, just make sure you are in an area with as much cell phone service as possible. Do what you can so the process runs as smooth as possible.

2. Keep your materials handy. In fact, lay everything out in front of you. This includes your resume, notes about your career objective (even if it isn't included in your original cover letter it's a good idea to have this out depending on the questions he will ask you), a pen and pad of paper for note-taking and anything else you think may be helpful during your interview. Because you won't have to schlep into an office, you can have anything out in front of you to aid with your success.

3. Steer clear of distractions. Find a quiet place to interview and stay there! There shouldn't be any noise in the background to distract you or your potential employer. However, it is understandable that this can be tricky if you have young children at home who need your attention. When you set up your interview appointment, try to schedule it for as precise a time or window as possible. That way, you are able to avoid possible distractions (ex.: your phone interview is between 4 and 4:30, so no one can have company over during that time, the kids are fed and occupied or a sitter will watch them, if need be.)

4. Speak slowly and clearly. When you speak to people face-to-face, you are able to understand what they are saying more clearly because you can see their mouth move. So in a way, you are reading their lips! Neither you nor your potential employer will be able to do this over the phone of course, so speak clearly and a little bit more slowly than you would if you were talking to this person in person. If you can't hear him, drop hints that he isn't speaking clearly or loud enough by politely asking him to repeat himself. If this makes you uncomfortable at all you can always blame it on your phone: "I'm really sorry, it's hard to hear you, the volume on my phone just won't go up!"

5. Remember - you can't be seen. That means that anything you say cannot be interpreted by your body language. Beware of jokes or sarcastic remarks that would have been harmless had he seen your facial expression. Maintain your professionalism; stay on target with theinterview topics and focus on the key information about you that will get you hired.

6. No eating, drinking or chewing gum! This is self-explanatory. But, we humans are creatures of habit and might pop a potato chip in our mouths at just the wrong moment. However, when I say no eating or drinking I mean during the phone interview. You should eat beforehand to get your brain going so you can focus.

7. Prepare questions ahead of time. Just like in a personal interview, prepare a few questions to ask your potential employer at the end of your phone interview. Some examples are: "What does a typical day look like for an employee with this job?" "What are some skills I would need to develop in order to excel in the position I'm applying for?" "What software/equipment would I be using?" Remember - do not ask about salary or benefits until the employer has brought it up. Fortunately, it can be less intimidating interviewing over the phone with these telephone interview tips and you may even feel more confident that you'll do well. Great! As long as you are fully prepared and take the necessary precautions, there is no reason why you shouldn't have a successful phone interview.

Selayang rep reports assault

the staronline reported that selayang councilor also got beated up..recently the Johor some datuk house got rob and the daugther finally cannot recover from the bullet in her head..highprofile people also got it nowaday, cannot imagine the layman like you and me..when is our turn?

strange thing from the selayang story..read below..from here..

"Lim said that although two policemen arrived at the scene and tried to shield him from the group, the men continued to assault him. He said he was later rescued by some people from a restaurant nearby, prompting the men to even threaten to burn the place down."

How come this time policemen did not use the gun? How come the policemen also cannot save the councilor, and need someone from the nearly restuarant to rescue him?

I really want to see the police report how this is writtern? Is the policemen really cannot do anything or don't want to do anything?

Imagine this is councilor, what happen if it is just a streetmen like you and me..I thought the policemen suppose to make thing in order.

Hakka Restuarant Pavilion

There is one big area, consider that in the middle of the city, Hakka restaurant, gooling around see what they offer?

Found this, here,

Hakka Restaurant is popular for their Chicken with sharksfin and shiitake [from google distionaery -
edible east Asian mushroom having a golden or dark brown to blackish cap and an inedible stipe]
wrapped in lettuce. Also their "die-die must try" Crab Bee Hoon.

Apparently found more -
Ying Ker Lou Hakka Restaurant @ Pavilion, instead of the hakka outside the pavilion.
